****受招標人委托對下列產品及服務進行國際公開競爭性招標，于2022-04-01在中國國際招標網公告。本次招標采用傳統(tǒng)招標方式，現(xiàn)邀請合格投標人參加投標。

項目概況:**石化煉油化工轉型升級項目26萬噸/年丙烯腈裝置廢液焚燒單元工藝包及專有設備采購。本項目26萬噸/年丙烯腈裝置廢液焚燒單元包括焚燒系統(tǒng)、脫硝系統(tǒng)、預熱系統(tǒng)、余熱回收系統(tǒng)、引風系統(tǒng)等，主要處理丙烯腈及其配套裝置產生的高濃度含氰廢水和少量工藝廢氣，排放指標需滿足《危險廢物焚燒污染控制標準》（GB18484）和《石油化工工業(yè)污染物排放標準》（GB31571）的相關要求。

投標人應具備的資格或業(yè)績:（1）投標人必須是自主合法技術專利擁有者；投標人必須提供在中國大陸石油石化裝置2套及以上采用熱力氧化焚燒技術（TO）處理含氫氰酸的有機廢液，且單套處理能力不低于20噸/小時、連續(xù)運行1年及以上的工業(yè)化成功應用業(yè)績。 業(yè)績證明要求提供業(yè)績合同以及明細表，明細表包括項目名稱、用戶裝置名稱、使用位置、單套處理能力，用戶聯(lián)系人及聯(lián)系方式（單位固定電話、手機），如有異議，招標人有權進行現(xiàn)場實地考察，投標人需無條件配合.Bidder must be legal patent owner of technology 。 Performance requirements: Two or more sets of successful application of industrialization performance by thermal oxidation incineration technology in the petroleum and petrochemical industry in mainland China shall be supplied, which running continuously for one year or more, while possess a single set of not less than 20 t/h processing capacity of hydrocyanic acid containing organic wastewater。Performance certificate is required to supply performance contracts and schedules, thereinto, project name, user device name, use position, single set of processing capacity, user contact and information (fixed-line telephone or cell-phone number) shall be included in the schedules.If there is any objections, the tenderer shall have the right to conduct on-site inspection, while the bidder shall cooperate unconditionally.(2) 投標人須提供各種（合格有效的）資質證書的復印件：如營業(yè)執(zhí)照、經營許可證等；Bidder should provide the printed version of various valid qualification certificates, such as business license and operation license, etc (The copy must be signed or sealed by the bidder).(3) ****銀行在開標日前三個月內開具的資信證明的原件或該原件的復印件（由投標人代表簽字或蓋章）。The Bidder shall provide the bank reference letter issued within three months prior to the date of bid opening in original or its copy (The signature or sealing by the respective of bidders is needed).（4）提供2019年至2021年的財務會計報表，如果****公司的分公司（或科研院所），可以只提供資產負債表、現(xiàn)金流量表、利潤表的復印件，加蓋投標人公章。Provide Financial Status s for the years from 2019 to 2021. If the bidder is a branch of a limited company (or a research institute), financial reports can be limited to duplicates of balance sheet, cash flow statement, and income statement. Bidding Company’s stamp is required on the reports.(5) 未被中國石油列入禁止交易對象（已經解除的除外）；沒有被國家相關部門(省級、市區(qū)級均含，尤其是環(huán)保部門)處以行政處罰；無重大質量問題、無影響本項目履行的法律訴訟糾紛以及其他經濟方面的嚴重違法行為；無其他影響合同履行的不良履約記錄。以上不良記錄以相關部門網站正式公示為準。投標人在投標文件中提供不存在上述問題的書面承諾。Written promise shall be supplied by bidder in the bid documents, but must not existing some problems as follow:(1) Not listed as the subject of prohibited trading by CNPC (except those that have already been discharged).(2) No administrative penalty by relevant state departments (provincial and municipal departments, especially the environmental protection department).(3) No major quality problems, no legal disputes affecting the performance of the project and other serious economic violations.(4) No other adverse performance record affecting the performance of the contract.The above bad records shall be subject to the official announcement of the relevant department website..(6) 賣方無知識產權糾紛，無正在發(fā)生的訴訟及仲裁情況，無不良業(yè)績（出具承諾書） The Bidder has no intellectual property disputes, ongoing litigation and arbitration, as well as no bad performance (requiring to issue letter of commitment). (7) 本項目不接受聯(lián)合體投標Consortium bid: will not be accepted.(8) 具有所需物資供應能力及質量控制措施：近三年提供的產品在使用過程中未發(fā)生重大質量問題。在行業(yè)內三年出現(xiàn)過誠信或質量等不良記錄的供應商不允許參與競爭或報價Supply capacity and quality control measures: The products provided in the past three years have not had major quality problems in the process. Competition or offers shall not be allowed by seller, which has bad records of integrity or quality within three years in the industry.
